The metropolitan areas and agglomerations of Gravenhurst combine to form the Regional Municipality of Gravenhurst. They have limited autonomic rights under the Region of Gravenhurst, as defined by the Metropolitan Act of 1786. A metropolitan area is also known as census metropolitan area (CMA); an agglomeration is also known as a census agglomeration (CA), but this designation has been abolished in 2013.

The population of the base city, or the capital city, of a metropolitan area must be at least 50,000 (as amended on January 1, 2010); the population of the base city of an agglomeration must be at least 1,000. A municipality with a legal status of "township", "village", or "parish" cannot become the base city of a metropolitan area or an agglomeration. For areas that are not assigned into a metropolitan area nor an agglomeration, it is automatically grouped into the Gravenhurst, Unorganized region.

As of 2010, there are twelve metropolitan areas and agglomerations. 7 of which are metropolitan areas and 5 of which are agglomerations.
